مكتب الادارة والميزانية The Office of Management and Budget، هو أكبر المكاتب داخل المكتب التنفيذي لرئيس الولايات المتحدة، ومن أبرز مهامها وضع ميزانية الرئيس، وهي أيضًا تقيس كفاءة برامج الهيئة وسياستها واجراءتها لمعرفة إذا ما كانت تمتثل لسياسات الرئيس وتقوم بتنسيق مبادرات السياسات المشتركة بين الوكالات. ويقدم مدير مكتب الادارة والميزانية التقارير إلى الرئيس ونائبه رئيس موظفي البيت الأبيض.^{[بحاجة لمصدر]}يشغل راسل ڤوت منصب مدير مكتب الادارة والميزانية الحالي.

يتألف المكتب بصفة عامة من الموظفين الذين يتم تعيينهم بشكل دائم لتوفير الاستمرارية في ظل تغيرات الأحزاب والأشخاص داخل البيت الأبيض، ويوجد ست مناصب داخل مكتب الادارة والميزانية؛ المدير ونائبه ونائب المدير للإدارة ومديري مكتب المعلومات والشؤون التنظيمية أما مكتب سياسة المشتريات الفيدرالية و مكتب الإدارة المالية الفيدرالية فيقوم الرئيس بتعيين موظفيهم ويقوم مجلس الشيوخ بالتصديق على تعيينهم. أكبر عناصر في مكتب الإدارة والميزانية هي مكاتب إدارة الموارد الخمس، والتي يتم تنظيمها على طول خطوط وظيفية تعكس الحكومة الفيدرالية الأمريكية، وكل مكتب منخم يديره مدير معاون في مكتب الادارة والميزانية، تم تعيين نصف موظفي مكتب الادارة والميزانية تقريبا في تلك المكاتب وقد تم تعيين أغلبيتهم كفاحصي برامج. ويمكن أن يتولى فاحصو البرامج مراقبة وكالة فدرالية واحدة أو أكثر أو قد يتم توزيعهم من قبل ميادين معينة مثل مراقبة القضايا المتعلقة بسفن البحرية الأمريكية، ويتولى هؤلاء الموظفين مسئولية مزدوجة؛ فيتولوا شئون الإدارة والميزانية، بالإضافة إلى مسئولية إسداء المشورة للخبراء بشأن جميع الجوانب المتصلة ببرامجهم. في كل عام يقوموا بمراجعة طلبات ميزانية الوكالة الفدرالية المساعدة في تحديد طلبات الموارد التي سيتم إرسالها إلى الكونجرس كجزء من ميزانية الرئاسة، إجراء تقييمات متعمقة للبرنامج باستخدام أداة تقييم البرنامج، مراجعة اللوائح المقترحة، وشهادات الوكالات، وتحليل التشريعات المعلقة، كما يقومون بالإشراف على جدول إدارة أعمل الرئيس والذي يضم الإشراف على جوانب بطاقات أداء ادارة الوكالات، وكثيرًا ما يطلب منهم تقديم معلومات تحليلية إلى أي موظف في المكتب التنفيذي لرئيس الولايات المتحدة، كما يقوموا بتقديم معلومات إلى المعنين في المكاتب القانونية داخل مكتب الادارة والميزانية وهم؛ مكتب المعلومات والشؤون التنظيمية، ومكتب سياسة المشتريات الفيدرالية، ومكتب الإدارة المالية الفيدرالية، ومكتب الحكومة الإلكترونية وتكنولوجيا المعلومات والأخير يكون عمله متخصّص في قضايا مثل اللوائح الفيدرالية أو سياسة المشتريات والقانون.

هناك مكاتب أخرى تقوم بالدعم داخل نطاق مكتب الادارة والميزانية مثل مكتب المستشار العام ومكتب الشئون التشريعية وقسم استعراض الميزانية، يقوم بتنسيق الميزانية على نطاق الحكومي، كما أنه مسئول بشكل كبير عن النواحي التقنية المتعلقة بإصدار ميزانية الرئاسة كل فبراير. أما فيما يتعلق بالانفاق لصالح السلطة التنفيذية، فيخدم قسم استعراض الميزانية غرضًا متوازيًا مع غرض مكتب ميزانية الكونجرس (والذي تم إنشاؤه ليكون مقابل لمكتب الدارة والميزانية) لتقدير الإنفاق على الكونغرس، أما وزارة الخزانة فتقوم بتقدير إيرادات السلطة التنفذية، أما لجنة الكونگرس الأمريكية المشتركة للضرائب فيفوم بتقديرات إيرادات الكونگرس

يلعب قسم المراجع التشريعية دورًا مهمًا فيمثل دار المقاصة المركزية للتشريعات المقترحة أو للشهادة التي يدلي بها المسؤولون الاتحاديون، ويوزع التشريع المقترح والشهادة على جميع التشريعات الاتحادية على المراجعين الفيدراليين المعنيين وويطرح التعليقات في رأي متفق عليه من الادارة بشأن الاقتراح. كما أن موظفيه مسئولن عن كتابة مذكرة مشروع قانون مسجلة للرئيس حالما تقدم هيئتي الكونجرس الفاتورة ليوقعها الرئيس، تحتوي مذكرة مشروع القانون المسجلة على تفاصيل مشروع القانون وآراء حول مشروع القانون من الإدارات الفيدرالية المعنية ورأي عام حول إذا ما كان يجب توقيعه ليصبح قانون أو يجب نقضه. بقوم القسم أيضًا بإصدار بيانات عن سياسة الإدارة مما يسمح للكونجرس بمعرفة الموقف الرسمي للبيت الأبيض من التشريع المقترح.

 دوره في عملية وضع ميزانية السلطة التنفيذية

عمليًًا، يقوم الرئيس بتكليف مكتب اادارة والميزانية بمسئوليات معينة عندما يتعلق الأمر بإعداد الميزانية العام الجديد وتعيين سلطات تلعب ادواراً رئيسية في تطوير الميزانية. يقوم مكتب الادارة والميزانية بتنسيق عملية تطوير اقتراح الموازنة الذي تقدم به الرئيس من خلال إصدار التعميمات، والمذكرات، وثائق توجيهية لرؤساء الوكالات التنفيذية. يعمل مكتب الادارة والميزانية بشكل وثيق للغاية مع الهيئات التنفيذية حتى تكون عملية وضع الميزانية والاقتراح عملية سلسة.
