المعهد الجمهوري الدولي

المعهد الجمهوري الدولي (IRI)، هي منظمة أسستها الحكومة الأمريكية في عام 1983، تتولى ادارة برامج سياسية دولية، تحمل في بعض الأحيان اسم 'برامج الدمقرطة'.[2]

والمهمة المعلنة للمعهد الجمهوري الوطني للشئون الدولية هي تدعيم الحرية في العالم. وتتضمن أنشطته تقديم الدعم والمساعدة للأحزاب السياسية ومرشحو التنمية، الممارسات الحكومية الجيدة، تنمية المجتمع المدني، التعليم المدني، تنمية ريادة المرأة والشباب، الاصلاح الانتخابي ومراقبة العمليات الانتخابية، التعبير السياسي في المجتمعات المغلقة. يرأسه السناتور جون مكين منذ يناير 1993.[1][3]

كان للمعهد دوراً في انقلاب هايتي 2004[4] في هندوراس الذي جاء في أعقاب الأزمة الدستورية الهندورية 2009,[5] أحزاب اليمين السياسية المنظمة في بولندا,[6] وكان له أنشطة سياسية في مصر في أعقاب ثورة 25 يناير.[7]

حسب مقال نشرته نيويورك تايمز في أبريل 2011، عن دور المعهد الديمقراطي الوطني للشؤون الدولية ومؤسسات أخرى قامت بتمويل نشطاء سياسيين في الشرق الأوسط، وخاصة في مصر وتونس، ممن طالبوا الأنظمة الحاكمة في بلدانهم بإصلاحات.


"The money spent on these programs was minute compared with efforts led by the Pentagon. But as American officials and others look back at the uprisings of the Arab Spring, they are seeing that the United States’ democracy-building campaigns played a bigger role in fomenting protests than was previously known, with key leaders of the movements having been trained by the Americans in campaigning, organizing through new media tools and monitoring elections.



"A number of the groups and individuals directly involved in the revolts and reforms sweeping the region, including the April 6 Youth Movement in Egypt, the Bahrain Center for Human Rights and grass-roots activists like Entsar Qadhi, a youth leader in Yemen, received training and financing from groups like the International Republican Institute, the National Democratic Institute and Freedom House, a nonprofit human rights organization based in Washington, according to interviews in recent weeks and American diplomatic cables obtained by WikiLeaks.” [8]

A ministry of justice's report on foreign funding of NGOs in Egypt has revealed that IRI in Egypt has received funding of about 7 million dollars by USAID for the upcoming Egyptian 2011-12 elections. Foreign political funding is illegal in Egypt and is considered an illicit manipulation in internal affairs.[7]
