الانتخابات الرئاسية المصرية 2023، كان من المقرر انعقادها في مصر في ديسمبر 2023.[2]، إلا أنه في 25 سبتمبر 2023 أعلنت الهيئة الوطنية للانتخابات في مصر، إجراء الانتخابات الرئاسية في 10 ديسمبر 2023، ولمدة ثلاثة أيام، على أن تبدأ الانتخابات في الخارج في 1 ديسمبر، ولمدة ثلاثة أيام أيضاً.[3]

تقدم المرشحون لتسجيل أسماءهم في الفترة من 5 إلى 14 أكتوبر 2023، وستُعقد الانتخابات في الفترة من 10 إلى 12 ديسمبر؛ وسيصوت المغتربون في الفترة من 1 إلى 3 ديسمبر.[4]

الرئيس الحالي عبد الفتاح السيسي، الذي وصل إلى السلطة في أعقاب الانقلاب المصري 2013، مؤهل لإعادة انتخابه حيث تم تعديل حدود الفترة الرئاسية من أربع إلى ست سنوات بواسطة التعديل الدستوري 2019، ومن الناحية التقنية لن يكون قد شغل منصب الرئيس لأكثر من الحد الأقصى وهو 12 عامًا وقت إجراء الانتخابات. وقد وصف حكمه بأنه استبدادياً.[1][5][6][7][8][9]

خلفية

فاز الرئيس الحالي عبد الفتاح السيسي في انتخابات 2018 بأكثر من 97% من الأصوات، ولم يواجه سوى معارضة اسمية (مؤيد موالي للحكومة، موسى مصطفى موسى) بعد منع العديد من الشخصيات المعارضة من المشاركة في أعقاب الاعتقال العسكري لسامي عنان،[10][11][12][13] والتهديدات الموجهة لأحمد شفيق بتهم فساد قديمة وشريط جنسي،[14][15][16] وانسحاب خالد علي ومحمد أنور السادات بسبب العوائق الكبيرة التي قدمتها لجنة الانتخابات، والانتهاكات التي ارتكبتها.[17][18][19]

منذ عام 2022، كانت مصر في خضم أزمة اقتصادية، بما في ذلك ارتفاع التضخم القياسي مما تسبب في خسارة الجنيه المصري ما يقرب من نصف قيمته في الفترة من مارس 2022 حتى يناير 2023[20] ونقص العملات الأجنبية، والذي يرجع جزئيًا إلى الغزو الروسي لأوكرانيا. قبل الأزمة، كان ما يقرب من 30% من السكان يعيشون بالفعل تحت خط الفقر، بالإضافة إلى 30% كانوا يعتبرون عرضة للفقر. بالإضافة إلى ذلك، تضاعفت الديون الخارجية للبلاد ثلاث مرات في السنوات العشر السابقة.[21] كانت مصر قد طرحت العديد من الشركات والحصص المملوكة للدولة للبيع في محاولة لجمع الأموال، وتم تخصيص حوالي نصف ميزانية 2023/24 لخدمة الديون. كما طلب صندوق النقد الدولي تعويم الجنيه بالكامل من أجل إطلاق جولة من القروض. كما أُلقي اللوم أيضًا على الإنفاق الحكومي مشروعات ليس لها عائد استثماري، مثل العاصمة الإدارية الجديدة،[22] بالإضافة إلى العجز التجاري المستمر واستمرار سيطرة الجيش الاقتصاد.[23][24] عام 2023 صنفت وكالة موديز مصر ضمن الاقتصادات الخمسة الأكثر عرضة لخطر التخلف عن سداد ديونها الخارجية.[25]

النظام الانتخابي

يُنتخب رئيس مصر عن طريق الانتخابات بنظام الجولتين.[45] يشترط الدستور المصري ألا تبدأ إجراءات الانتخابات قبل 120 يومًا من تاريخ انتهاء الفترة الرئاسية الحالية، التي تنتهي في 7 يونيو 2024، ولا تُعلن النتائج في موعد يتجاوز 30 يومًا قبل تاريخ انتهاء الفترة الرئاسية الحالية.


جدل

تم اختراق هاتف أحمد طنطاوي المحمول باستخدام برنامج التجسس پرديتور.[46] أشار معمل المواطن ومجموعة تحليل التهديدات التابعة لگوگل إلى أن المحاولات بدأت في وقت مبكر من مايو 2023 واستمرت حتى أغسطس، باستخدام أساليب مختلفة، مما دفع أپل لإصدار تحديثات أمنية في 21 سبتمبر لإصلاح الثغرات الأمنية التي استغلتها برامج التجسس.[47]

في 27 سبتمبر علق طنطاوي حملته الانتخابية لثمانية وأربعين ساعة في أعقاب مضايقات واعتقالات أقاربه.[48]

مساء 2 أكتوبر، اندلعت احتجاجات محدودة مناهضة للسيسي في مرسى مطروح حيث قام المتظاهرون بإحراق صور السيسي ورددوا هتافات مناهضة له.[49]

حصل الرئيس عبد الفتاح السيسى على عدد أصوات 39702451 بنسبة 89.6% من عدد أصوات الناخبين.

وحصل المرشح الرئاسي حازم عمر على نسبة أصوات مليون و986 ألفا و352 صوتا بنسبة 4.5% من عدد أصوات الناخبين بانتخابات الرئاسة 2024 في محافظات الجمهورية.

كما حصل المرشح الرئاسي فريد زهران على نسبة أصوات مليون و776 ألفا و952 صوتا بنسبة 4.0% من عدد أصوات الناخبين بانتخابات الرئاسة 2024 في محافظات الجمهورية.

وحصل المرشح الرئاسي عبد السند يمامة على عدد أصوات 822 ألف و606 صوت بنسبة 1.9% من عدد أصوات الناخبين في الانتخابات الرئاسية 2024.[51]
