منبه إلى فساد whistleblower[1] هو شخص يخبر العام أو يخبر شخص ما في السلطة عن عن أنشطة غير شريفة أو غير قانونية مزعومة تحديث في ادارة حكومية أو شركة أو منظمة خاصة. يمكن تصنيف الأنشطة الغير شريفة أو الغير قانونية بعدة طرق؛ على سبيل المثال، انتهاك القانون، الدور، التنظيم و/أو التهديد المباشر للمصالح العامة، مثل الاحتيال، انتهاكاك الصحة أو السلامة، والفساد. قد يقوم هؤلاء الأشخاص بالتنبيه للفساد بطريقة داخلية (على سبيل المثال، للأشخاص العاملين مع المنظمة المتهمة) أو خارجياً (للمنظمين، وكالات إنفاذ القانون، للإعلام أو الجماعات المعنية بتلك القضايا).

أحد أول القوانين التي تحمي منبو الفساد كان قانون البلاغات الكاذبة الصادر عام 1863 في الولايات المتدة (عُدل عام 1986)، والذي كان يحااول محاربة الاحتيال من قبل ممولي الحكومة الأمريكية أثناء الحرب الأهلية. شجع القانون منبي الفساد عن طريق الوعد بإعطائهم نسبة من الأموال المستردة أو المحصلة التي تسترجعها الحكومة وحمايتهم من الفصل التعسفي.[2]
