قانون دد-فرانك لإصلاح وال ستريت ولحماية المستهلك Dodd–Frank Wall Street Reform and Consumer Protection Act (Pub.L. 111–203 (text) (pdf), H.R. 4173، يشيع الاشارة إليه بالاسم دد-فرانك) ووقع عليه ليصبح قانوناً فدرالياً الرئيس باراك أوباما في 21 يوليو 2010.[1] Passed as a response to the financial crisis of 2007–2008, it brought the most significant changes to financial regulation in the United States since the regulatory reform that followed the Great Depression.[2][3][4][5][6] It made changes in the American financial regulatory environment that affect all federal financial regulatory agencies and almost every part of the nation's financial services industry.[7][8]

The law was initially proposed by the Obama administration in June 2009, when the White House sent a series of proposed bills to Congress. A version of the legislation was introduced in the House in July 2009. On December 2, 2009, revised versions were introduced in the House of Representatives by the then Financial Services Committee Chairman Barney Frank, and in the Senate Banking Committee by former Chairman كريس دد. Due to Dodd and Frank's involvement with the bill, the conference committee that reported on June 25, 2010,[1] voted to name the bill after them.[9]

The following sections have been added to the Act:
Restriction on U.S. approval of loans issued by International Monetary Fund
The US Executive Director at the International Monetary Fund is instructed to evaluate any loan to a country if
- The amount of the public debt of the country exceeds the annual gross domestic product of the country
- the country is not eligible for assistance from the International Development Association and to oppose any loans unlikely to be repaid in full.[10]
Disclosures on conflict materials in or near the Democratic Republic of the Congo
- The SEC is mandated to create rules that address potential conflict materials (e.g. coltan, tantalum, tin, tungsten, gold or their derivatives) and to assess whether materials originating in or near the Democratic Republic of the Congo are benefiting armed groups in the area.[11]
- The Secretary of State and Administrator of the United States Agency for International Development are required to develop a strategy to address the linkages between human rights abuses, armed groups, mining of conflict minerals, and commercial products, and promoted peace and security in the Democratic Republic of the Congo.[11]
- An industry group has complained that the legislation goes beyond voluntary industry initiative such as the Kimberley Process Certification Scheme.[12][13]
- The United Nations Security Council committee charged with overseeing conflict minerals issues reported that this legislation was a "catalyst" for efforts to save lives by cutting off a key source of funding for armed groups.[14]
