حريق المنقف 2024

في 12 يونيو 2024، اندلع حريق في مبنى سكني في منطقة المنقف في محافظة الأحمدي بالكويت، في وقت مبكر من الصباح، والذي يقطنه 196 من العمال المغتربين العاملين في مجموعة إن بي تي سي، مما أسفر عن مقتل 50 عاملاً، منهم 46 على الأقل من الهند، وإصابة حوالي 50 آخرين. توفي معظم الضحايا بسبب استنشاق الدخان، بينما أصيب آخرون بجروح قاتلة بسبب السقوط. في أعقاب الحريق تم القبض على مالك المبنى.

في حوالي الساعة 06:00 صباحاً بالتوقيت المحلي، جرى الإبلاغ عن حريق في الطابق الأرضي من مبنى سكني مكون من ستة طوابق يسكنه 196 عاملاً مهاجراً يعملون مع مجموعة NBTC، التي تستأجر المبنى[1][2] وبدأ الحريق في غرفة الأمن قبل أن ينتشر إلى المطبخ، حيث كان يوجد أكثر من 20 أسطوانة غاز مسال ومواد أخرى قابلة للاشتعال، مما أدى لانشار الحريق بسرعة.[3][4] إذ اجتاحت النيران الجزء السفلي من المبنى وتصاعد دخان أسود كثيف من الطوابق العليا.[5]وكانت معظم الوفيات بسبب استنشاق الدخان أثناء النوم،[6][7] فيما أصيب عدد من الضحايا بجروح نتيجة سقوطهم. وتمكنت الأجهزة الأمنية من نجدت 67 شخص.[8]كما أصيب خمسة من رجال الإطفاء خلال جهود الإنقاذ.[9] واستطاع رجال الإطفاء إخماد الحريق بعد 10 دقائق من وصولهم.[10]

وأفادت التحقيقات الأولية إلى أن سبب الحريق هو ماس كهربائي في غرفة حارس الأمن الواقعة في الطابق الأرضي من المبنى.[11] وتفاقم اشتعال النيران بسبب استخدام مادة قابلة للاشتعال لتقسيم الشقق والغرف. كما وجد التحقيق أن الضحايا لم يتمكنوا من الهروب إلى السطح بسبب باب مُقفل.[10]


الضحايا

بالإجال، توفي 50 شخصاً وأصيب ما لا يقل عن 50 آخرين جرى نقلهم إلى المستشفى.[12] وجميع الضحايا هم من العمال المهاجرين، وأغلبهم من الهند، وجميعهم يعملون لدى مجموعة NBTC.[13][1][14] وزار مسؤولو السفارة الهندية الجرحى في المستشفيات.[15] وحتى يوم 14 يونيو، جرى التعرف على 48 جثة.[16] ويُعد الحريق، ثاني أكثر حريق دموية في الكويت منذ حريق عرس الجهراء في عام 2009، الذي أدى إلى مقتل 57 شخصاً.[10]

بالإجمال، كان هنالك ما لا يقل عن 46 من القتلى من الهند، منهم 23 على الأقل من كرلا,[أ][17][18][19][20] وسبعة من تاميل نادو، وثلاثة من أندرا پرادش وأتر پردش، واثنان من أوديشا، وضحية من كل من بيهار، وهاريانا، وجهارخاند، وكارناتاكا، وپنجاب، وماهاراشترا والبنغال الغربية.[21][22]وتراوحت أعمارهم بين 20 و50 عاماً.[23] واستقبلت المستشفيات في المنطقة 56 مصابا من الحريق.[24]وأصيب نحو 50 هندياً[5] وتم علاج أكثر من 30 منهم في مستشفى العدان، الذي زاره فيما بعد السفير الهندي لدى الكويت آدارش سوايكا.[25]كما توفي ثلاثة عمال فلبينيين[26]بينما أصيب آخران إصابات حرجة.[27] وكان هنالك مواطنون نيباليون من بين الجرحى.[5]

يُذكر أن الكويت تعتمد بشكل كبير على العمالة المهاجرة، لكن ظروفهم المعيشية السيئة أثارت جماعات حقوق الإنسان.[5] وبين عامي 2022 و2024، توفي أكثر من 1400 عامل هندي في الكويت، وتلقت السفارة الهندية في مدينة الكويت 16423 شكوى في الفترة من مارس 2021 إلى ديسمبر 2023 بسبب التأخير في دفع الرواتب والمضايقات وكون مقرات الإقامة دون المستوى المطلوب. وعاد عدد كبير من المهاجرين إلى الهند بسبب جائحة كوفيد-19.[28]

التبعات

أمر نائب رئيس مجلس الوزراء الشيخ فهد يوسف الصباح بالقبض على مالك المبنى وقال إن مخالفات معايير البناء أدت إلى الكارثة.[29][30] وقال ضابط شرطة كبير للتلفزيون الحكومي إن التحذيرات كانت تصدر في كثير من الأحيان بشأن الاكتظاظ في هذا النوع من أماكن الإقامة.[5] كما اعتقل مالك المبنى لاحقاً بتهمة الإهمال.[31][32]

ردود الفعل

ووصف رئيس الوزراء الهندي نارندرا مودي الحريق بأنه "محزنة" وأعرب عن تعازيه للضحايا وأقاربهم. وأعلن عن هبة إغاثة قدرها 200000 ₹ (ما يعادل 2394 دولاراً أمريكياً) لكل عائلة من عائلات المواطنين الهنود المتوفين من صندوق إغاثة رئيس الوزراء.[33]كما تعهدت حكومة ولاية كرلا بتقديم مساعدة مالية بقيمة 500.000 روبية هندية لأسر الأشخاص الذين لقوا حتفهم من الولاية.[34] من ناحيته قدم وزير الخارجية الهندي سوبرامانيام جاي‌شنكر تعازيه، وقال وزير الدولة للشؤون الخارجية كيرتي فاردان سينگ إنه سيقدم المساعدة ويعيد جثامين الضحايا إلى وطنهم.[31] وفي 14 يونيو، أُعيدت جثثهم إلى الهند على متن طائرة القوات الجوية الهندية، وتوقفت أولاً في كوتشي، حيث سُلمت جثامين الضحيا المنحدرين من جنوب الهند، قبل التوجه إلى دلهي، حيث سلمت باقي الجثامين.[35]ونقلت جثامين الضحايا الفلبينيين إلى وطنهم في 17 يونيو.[36]

وعبر الملك سلمان وولي العهد محمد بن سلمان بتعازيهما للكويت ولأسر الضحايا، وتمنوا الملك الشفاء العاجل للجرحى.[37] كما أعربت وزارتا خارجية الإمارات العربية المتحدة وإيران عن تضامنهما مع الكويت.[38][39]

في 13 يونيو، أعرب مجلس الأساقفة الكاثوليك في ولاية كيرالا (KCBC)، وهو مجلس الأساقفة الإقليمي لولاية كيرالا، عن تعازيهم لأسر جميع الضحايا، ووصف الكارثة بأنها "مفجعة". إذ أبلغت ولاية كيرالا عن عدد كبير من الضحايا وصل لـ 26 ضحية، كان العديد منهم مسيحيون. وأضاف المتحدث باسمها الأب جاكوب بالاكابيلي أنهم يصلون من أجل الشفاء العاجل للجرحى.[40]

وفي 18 يونيو، أعلنت الحكومة الكويتية عن تعويض قدره 15,000 دولار (حوالي 4,600 دينار كويتي أو 1,250,000 روبية) لعائلات ضحايا الحريق.[41]
