قوائم التراث الثقافي غير الملموس لليونسكو

أسست اليونسكو قوائم التراث الثقافي غير الملموس Lists of Intangible Cultural Heritage، بهدف ضمان أفضل حماية للتراث الثقافي الغير ملموس الهام في أنحاء العالم والتوعية بأهميته.[1] نشرت هذه القائمة من قبل اللجنة الحكومية لحفاظ على التراث الثقافي الغير ملموس، والتي ينتخب أعضائها من الدول الأعضاء في الجمعية العامة.[2] النوبة وحق العودة بسبب بناء السد العالي اين حقوق الانسان من ذلك. ظهر هذا المفهوم في بداية سنوات 1990، بعد التوصيات التي قدمت عام 1989 حول حماية الثقافات التقليدية، في وقت يتجه التراث العالمي أساسا إلى الجوانب المادية للثقافة. وفي عام 1997، بادر عدد من المثقفين المغاربة ومنظمة اليونسكو بعقد اجتماع في مدينة مراكش المغربية حدد خلاله مفهوم "التراث الشفوي للإنسانية". وتقرر خلاله التفريق بين أعمال هذا التراث بهدف حفظها وإبراز قيمتها، وذلك في إطار "إعلان روائع التراث الشفوي والتراث اللامادي للإنسانية". وفي عام 2001 أعلنت لأول مرة قائمة مأثورات تقدمت بها الدول. وتوضع قائمة جديدة كل سنتين. ويجب أن تكون المأثورات المقترحة تعبيرا ثقافيا حيا أو مهددا، كما يجب أن تكون قد وضعت لها برامج لصيانتها وتطويرها. وفي عام 2003 تبنت الدول الأعضاء في اليونسكو اتفاقية لصون التراث الثقافي اللامادي اتفاقية صون التراث الثقافي اللامادي التي دخلت حيز التنفيذ في شهر أفريل 2006. وقد أعطيت التوجيهات العملية لهذه المعاهدة من قبل اللجنة الدولية الحكومية، وحددت قائمة تمثيلية وأخرى تستوجب الصون الاستعجالي لتظهر عليها المأثورات التي حددت سابقا وتسجل عليها سنويا مأثورات في مادته رقم 236، نص الدستور المصري، الصادر في يناير 2014، على أن «تعمل الدولة على وضع وتنفيذ مشروعات تعيد سكان النوبة إلي مناطقهم الأصلية وتنميتها خلال 10 سنوات وذلك علي النحو الذي ينظمه القانون».

تعريف التراث الثقافي الغير ملموس

في عام 2001، قامت اليونسكو بالتحقيق [3] لدى الدول والمنظمات الدولية والمنظمات غير الحكومية بهدف تحديد مفهوم التراث اللامادي، ووقع تبني اتفاقية [4] لحمايته. وحسب هذه الاتفاقية التي وقعت المصادقة عليها في 20 جوان 2007 من قبل أكثر من 78 دولة، فإن التراث اللامادي أو التراث الحي هو المصدر الرئيسي للتنوع الثقافي حيث جاء فيها: "يقصد بالتراث الثقافي اللامادي الممارسات والتمثلات والتعابير والمعارف والمهارات وكذا الآلات والأدوات والأشياء الاصطناعية والفضاءات الثقافية المرتبطة بها والتي تعترف بها الجماعات والمجموعات وإذا اقتضى الحال الأفراد باعتبارها جزءا من تراثهم الثقافي. وهذا التراث الثقافي اللامادي ينتقل من جيل إلى جيل، ويقع بعثه من جديد من قبل الجماعات والمجموعات طبقا لبيئتهم وتفاعلهم مع الطبيعة ومع تاريخهم، وهو يعطيهم الشعور بالهوية والاستمرارية، بما يساهم في تطوير احترام التنوع الثقافي والإبداع الإنساني".

وبصيغة موسعة فإن التراث الثقافي يشمل الثقافة الموروثة عن الأجداد، وإن انتقال ذلك التراث في مجموعة بشرية يضمن دوام هويتها.

The Lists of Intangible Cultural Heritage were established in 2008, when the Convention for the Safeguarding of Intangible Cultural Heritage took effect.[535] Prior to this, a project known as the Masterpieces of the Oral and Intangible Heritage of Humanity has already been active in recognizing the value of intangibles such as tradition, custom and cultural spaces and the local actors who sustain these forms of cultural expressions through a Proclamation.[536] Identification of the Masterpieces also entails the commitment of states to promote and safeguard these treasures, while UNESCO finances plans for their conservation.[536] Started in 2001 and held biennially until 2005, a total of three Proclamations occurred, encompassing 90 forms of intangible heritage around the world.[537]

The 90 previously proclaimed Masterpieces have been incorporated into the Representative List of the Intangible Cultural Heritage of Humanity as its first entries, to be known as elements.[1][538] Subsequent elements will be added following the assessment of nominations submitted by national governments acceding to the UNESCO Convention, termed as member states, who are each allowed to submit a single candidature file, in addition to multi-national candidatures. A panel of experts in intangible heritage and an appointed body, known as the Intergovernmental Committee for the Safeguarding of Intangible Cultural Heritage, then examine each of the nominations before officially inscribing the candidates as elements on the List.[539]
